Large Project Recommendations for 2010 Awards <br /> Applications for three projects were received in 2010 for Neighborhood <br /> Large Project funding through the Office of Neighborhoods. <br /> The three projects submitted were: <br /> • Valley View Commons Phase I <br /> • Charles Street P-Patch <br /> • Riverside Historic District Sign Toppers <br /> A review team of city staff and a rating team of community members has <br /> read and evaluated the prepared materials. <br /> • The city steam reviewed the applications with an eye to proj ect <br /> feasibility and impact on city staff time commitments. <br /> • The community reviewers evaluated the proposals using a set of <br /> questions to determine strength of the proposal and likelihood for <br /> success, strong participation and long term viability. <br /> Based on these reviews, the community ratings and Office of <br /> Neighborhoods staff review,we would like to recommend award of <br /> contract and funds to the Valley View Commons project and to the <br /> Charles Street P-Patch project. <br /> The community involvement in each of these projects, Valley View <br /> Commons, and Charles Street P-Patch, and the pledged volunteer match are <br /> significant. These projects will leverage city funds to build community ties <br /> and enhance open space which benefit the immediate neighborhood and <br /> Everett as a whole. <br /> The third proposal, for Riverside Historic Sign-toppers, although having <br /> some merit, got less support from community reviewers as far as lacking as <br /> much community involvement and potential capacity for community <br /> building of the project. <br /> In response to comments in the community rating feedback and internal staff <br /> review, we met with the two stronger proposal teams to explore how the <br /> neighborhood teams could address reviewer and rater comments to ensure <br /> more effective and successful projects. As a result of those meetings, the two <br /> proposals were revised and we see greater community participation designed <br /> into the projects and likelihood of success. <br />
