SOLE SOURCE JUSTIFICATION Requisition Item: Biosorbens Media,manufactured by BioRem,for WPCF biofilters Requisition Number: Prior Purchase Order Number(if item had been approved previously): 1. Please describe the item and its function: Engineered mineral media for biological method of treatment of odors at WPCF. 2. This is a sole source*because: ❑ sole provide of a licensed or patented good or service ❑ sole provider of items that are compatible with existing equipment,inventory,systems,programs or services ❑ sole provider of goods and services for which the City has established a standard** ❑ sole provider of factory-authorized warranty service X sole provider of goods or services that will meet the specialized needs of the City or perform the intended function(please detail below or in an attachment) ❑ the vendor/distributor is a holder of a used item that would represent good value and is advantageous to the City(please attach information on market price survey,availability,etc.) 3. What necessary features does this vendor provide which are not available from other vendors? Please be specific. Biosorbens has been installed and in continuous use at numerous sites under conditions similar to those at WPCF.It is the only engineered mineral media to have a demonstrated useful life of 10 or more years. 4. What steps were taken to verify that these features are not available elsewhere? X Other brands/manufacturers were examined(please list phone numbers and names,and explain why these were not suitable). Eight other biofilter media products were examined and all organic media were eliminated because of significantly shorter life cycles.Engineered media from BioRem and from Bay Products,Inc.were evaluated in a final comparison. Webster Environmental,an odor management consultant,performed the assessment. A list of evaluated products is attached). In addition to BioRem,Bay Products,Inc.was contacted(Martin Crawford,800-429-0150)to further assess these products.
