<br /> INTRODUCTION
<br /> The City of Everett recognizes the importance of upgrading
<br /> public amenities and recreational facilities at Senator Henry M.
<br /> Jackson Park to meet current and future needs of the
<br /> community. This master plan report is a critical early step in
<br /> the process of achieving that goal. The report summarizes the
<br /> planning process and makes final recommendations for future
<br /> development of Senator Henry M. Jackson Park. It is intended
<br /> to be a guide for future park development. Some aspects of
<br /> the design may be modified during future design phases in
<br /> response to changing community needs, adjacent land use
<br /> changes, infrastructure improvements, and/or site conditions.
<br /> Located in north Everett, Washington just west of the Snoho-
<br /> mish River and Interstate 5, Senator Henry M. Jackson Park is
<br /> defined in the Everett Parks Strategic Master Plan as a +/- 15-
<br /> acre community park that serves a population within 2 miles of
<br /> its boundaries. It also serves as a neighborhood park for citi-
<br /> zens within a 3/4 mile of the park. The park serves an ethni-
<br /> cally diverse, lower income area where multiple languages are
<br /> spoken. Two neighborhood organizations, Delta and River-
<br /> side, are served by the park. The site affords magnificent
<br /> views of the Cascade Mountains to the north and east. The
<br /> last major improvements to the park were made in 1977. To-
<br /> day, most of the facilities are outdated and are in need of up-
<br /> grade to meet current design standards and community needs.
