the mountains, improve passive recreation and picnic areas, upgrade support facilities and parking, <br /> and address goals for sustainable development. <br /> The key differences among the concept designs are the treatment of the following program ele- <br /> ments: <br /> • Vehicular access and parking. <br /> • Athletic field location and configuration. <br /> • Building functions and locations. <br /> • Configuration and location of non-athletic field neighborhood facilities. <br /> Alternative 1 <br /> • Of the three alternatives, Alternative 1 most resembles the existing park. It has the largest <br /> area dedicated to neighborhood uses rather than to athletic fields. <br /> • No additional property acquisition is required. <br /> • All athletic fields are within one fenced area at the east side of the site. <br /> • There are multiple natural grass open lawn areas, one large and several smaller areas. <br /> • A signalized crossing at Summit Avenue is suggested. No crosswalk shown on the south <br /> side due to proximity to the southbound 1-5 entrance ramp. <br /> • There are a total of 149 parking stalls: main lot in southwest part of park = 118 stalls; north <br /> lot associated with community gardens = 13; east lot associated with off-leash dog area, <br /> trailhead and view terrace = 18 stalls. Access to the main lot is from 18th Street via State <br /> Street and Chestnut Street. <br /> • The community gardens draw people to the northwest corner of the park. The community <br /> gardens contain 50 plots, a community garden shed, common-use yard, and materials <br /> bins. Materials may be transferred to gardens in wheeled carts from parking on 17th via ac- <br /> cessible ramps or from main lot via perimeter path. <br /> • Two baseball/softball fields are shown with 300' and 240' outfields. There are no batting <br /> cages. <br /> • One 225' x 360' and one 210' x 300' soccer field are shown. <br /> • 3 basketball half courts are centrally located and visible from the parking lot. <br /> • The existing picnic shelter remains in current location with a matching picnic shelter added <br /> nearby. Picnic shelters are closely associated with the play area and open lawn, and con- <br /> venient to parking. <br /> • The restroom is centrally located and visible from parking. <br /> • A play area is located near picnic shelters, parking, and open lawn. It is somewhat distant <br /> from restroom and from the athletic field spectator area. <br /> • A lighted off-leash dog area and trailhead is shown in the southeast corner of the site <br /> (separated from the rest of the park by Summit Avenue). A wide pathway/sidewalk connects <br /> to the Summit Ave/E. Marine View Drive intersection. Some existing significant trees east of <br /> Summit Avenue are removed. <br /> • A maintenance/storage building with yard occupies the northernmost corner of the site. Park <br /> maintenance equipment would be driven on the road and in the west alley around to the <br /> main lot entrance to access the site. <br /> • An open fenced storage area is adjacent to the athletic fields. <br /> • A viewpoint that overlooks the mountains, park and athletic fields is aligned with Highland <br /> Avenue. Terraced plant beds soften the walls between the view terrace and the athletic <br /> fields. <br /> • A perimeter loop path is shown with an accessible path to viewpoint and view terrace from <br /> main parking lot. <br /> 18 City of Everett <br />
