The driveway for the view terrace parking lot enters the site <br /> from Summit Avenue. Neighborhood access to on-street park- <br /> ing is via 17th and 18th Streets. <br /> There are a total of 159 parking stalls proposed for the park, <br /> which is 49 more stalls than existing. The main parking lot pro- <br /> vides stalls for 108 vehicles including 4 accessible stalls. The <br /> viewpoint parking lot has 12 stalls, one of which is accessible. <br /> On-street parking in the northwest corner of the park provides <br /> 1 accessible stall and 12 standard stalls, convenient to the <br /> community gardens and picnicking. On-street parking along <br /> 18th Street totals 26 stalls, including 2 accessible stalls, is lo- <br /> cated close to most of the neighborhood oriented park activi- <br /> ties. <br /> Gated vehicular access into the community gardens is pro- <br /> vided. Park maintenance has vehicular access through con- <br /> trolled entry points to the park interior via the pedestrian loop <br /> path system. Most of the pathways are designed at 10 foot <br /> minimum width clear of obstructions to allow maintenance ve- <br /> hicle passage, including the paved area surrounding the ath- <br /> letic fields. <br /> Pedestrian I Non-motorized Access and Circulation <br /> As part of the city's effort to create a sustainable design the <br /> park, pedestrian and non-motorized vehicle access is encour- <br /> aged by providing safe, enjoyable and convenient access to <br /> and within the park, and to the city's multimodal trail system. <br /> All park activities and routes are accessible. <br /> Most pedestrian visitors to the park will be approaching from <br /> the surrounding residential neighborhoods to the south, west <br /> and north. The design creates inviting pedestrian access from <br /> the neighborhoods. Pedestrian entrance plazas are located at <br /> the southwest and northwest corners of the park, and on the <br /> south side at the end of Highland Avenue. Low seat walls with <br /> special enticing architectural and horticultural elements wel- <br /> come neighbors to the park. Sidewalks are constructed along <br /> all street rights-of-way adjacent to the park. ADA access is <br /> provided into the park from all sidewalks, parking lots and en- <br /> try plazas. An information kiosk in the southwest entry plaza <br /> orients new visitors to the park layout and activities. <br /> A variety of concrete paved, accessible pedestrian pathways <br /> provide access to all park activities. A pedestrian perimeter <br /> loop path surrounds the athletic fields and neighborhood open <br /> spaces. Several sub-loops provide optional routes for jogging, <br /> walking, tricycles/small bikes, and other low speed forms of <br /> non-motorized transportation. Path gradients are maintained at <br /> less than 5% except at accessible ramps as noted on the plan. <br /> In a few locations where stairs are required, an alternate ac- <br /> cessible route is provided.
