7. Implementation <br />The City of Everett has already taken substantial steps toward making downtown <br />a more vibrant metropolitan center. Improvements along Hewitt and Colby <br />Avenues and the new Events Center, Library, and Performing Arts Center all <br />demonstrate a public commitment to the city center. And, the City is beginning to <br />see its efforts bear fruit in terms of private investment, street activity, and <br />development interest in downtown. <br />This plan identifies a number of future public actions to continue these trends and <br />to transform downtown into a multifaceted metropolitan center. The plan's <br />recommendations will individually contribute to achieving the City's vision. <br />However, the actions will be much more effective if tied together into a strategy in <br />which each action builds on previous efforts and supports other activities. In its <br />simplest terms, this implementation strategy can be summarized in the following <br />steps. <br />Step 1. Set the Framework <br />Update Regulations and Administrative Procedures <br />(Within 1 year) <br />The first step is to update the regulatory codes and implement the parking <br />management strategies (Actions L-1 through L-4). Revising the development <br />code and establishing design standards will require minimal capital investment <br />but will ensure that new development will conform to the City's downtown vision. <br />Revisions to zoning code standards and permitted uses will be adopted <br />concurrent with the Plan adoption, but should be monitored over time and <br />amended as needed to encourage the desired results. <br />EVERETT DOWNTOWN PLAN - DRAFT 6/29/2006 99 <br />
