1. Introduction <br />Purpose <br />The Everett City Council wanted a plan for downtown Everett that would: <br />• Address building heights and view impacts. <br />• Address permitted uses for downtown. <br />• Address both on -street and off-street parking. <br />• Address building design issues. <br />• Promote downtown redevelopment. <br />• Give citizens, property owners, business community, and other stakeholders <br />the opportunity to develop a vision for downtown. <br />• Allow City to address a variety of downtown issues comprehensively rather <br />than individually. <br />• Re-examine past downtown planning efforts to update or revise and <br />determine if different growth policies are needed. <br />• Provide city with more current and well-defined policy guidance for decisions <br />related to downtown development. <br />• Reinforce the positive public and private investments that have been made in <br />downtown with a commitment to promote and require high quality <br />development. <br />• Establish housing and employment targets for downtown and identify <br />infrastructure improvements and development standards needed to <br />accommodate growth. <br />EVERETT DOWNTOWN PLAN - DRAFT 6/29/2006 7 <br />
