Proposed Land Use Improvement Actions <br />L-1 Rezone all of Downtown Core to Downtown Business (B-3). <br />This proposal replaces existing C-1 and C-2 zones in the east and west <br />ends of downtown with the B-3 designation. The C-1 and C-2 zones <br />allow a number of industrial and vehicle related uses that are not allowed <br />in the B-3 zone. Such uses in existence within the downtown core would <br />be allowed to remain, but expansion or new industrial and vehicle -related <br />uses would be prohibited or strictly limited. <br />There are two key factors in making this change. First, with increasing <br />land values downtown, the economic viability of new industrial and <br />vehicle related uses in the area is decreasing. Second, these uses are <br />not compatible with the long term plan for <br />downtown, which envisions housing and <br />supporting pedestrian -oriented uses - <br />particularly in the area west of Rucker Avenue. <br />Two R-5 zoned areas south of Pacific Avenue <br />would be rezoned from R-5 to B-3 to eliminate <br />split zoning designations on individual AC -2 <br />ownerships and square off the zoning <br />boundary for each block. <br />Also, a half -block area of R-4 zoned land would <br />be changed to B-3. This change allows for the <br />same types of residential uses, but now allows <br />for a broad range of commercial uses. Also <br />see changes to height and density under <br />Action L-2 below. <br />It is also recommended that the boundary of <br />the B-3 zone be extended to include some <br />properties on the east side of Broadway to <br />provide consistent zoning on both sides of the <br />street.
