CHAPTER <br />L-2 Update the provisions of the Downtown Business (B-3) zone. <br />The provisions below shall modify or replace applicable or conflicting <br />EMC Chapter 19 provisions associated with the B-3 zone unless <br />otherwise noted. See Appendix A for more details. <br />a. Permitted Uses: Same as existing, except: <br />• Allow parking lots, except where otherwise noted. <br />• Prohibit new single family detached. <br />• Require that businesses be enclosed within buildings. <br />b. Retail Street Designations: Designate Colby and portions of Hewitt, <br />Rucker, and Wetmore as Retail Streets. Special requirements for the <br />ground floor on designated Retail Streets: <br />(1) See special design requirements for ground floor in (2)(e) under <br />"Retail Streets." <br />(2) Permitted ground floor uses on designated Retail Streets include <br />all non-residential uses permitted in the B-3 zone, except: <br />• Research, testing labs. <br />• Tattoo parlors/body piercing. <br />• Pawnshops. <br />• Second hand stores. <br />• Food banks. <br />• Places of assembly, including churches. <br />• Social service agencies. <br />• Plasma centers. <br />• Teen clubs. <br />• Video game arcades. <br />• Parking lots. <br />52 MAKERS architecture and urban design <br />0509_rpt_draft.doc - 6/29/06 <br />
