Project: Citywide Intersection Signing <br /> Change Order No. 1 <br /> Change Order Effective Date: March 17, 2017 <br /> Exhibit A—Description of Changed Work: <br /> A new Schedule B will be created comprised of the following: <br /> New Item B.1 –Replacement Street Name Signs. Create New Item B.1 entitled"Replacement <br /> Street Name Signs",to provide funds at Unit Price of$25.55 per SF at an estimated quantity of <br /> 3,550.00 SF resulting in an increase of$90,702.50 to the contract. <br /> New Item B.2–Credit Value for Salvage of Existing Signs Create New Item B.2 entitled"Credit <br /> Value for Salvage of Existing Signs",to provide credit for the salvage value of the existing signs. The <br /> credit value is estimated at$500.00. Credit value is subject to verification and credited by invoice of <br /> market based salvage value of the removed signage. This item results in an estimated decrease of <br /> $500.00 to the contract. <br /> Exhibit B—Justification: <br /> In 2012 the Federal Highway Administration(FHWA)adopted policies for minimum standards for <br /> sign retro-reflectivity and deadline for replacement,outlined in Section 2A.08 of the Manual on <br /> Uniform Traffic Control Devices(MUTCD). The FHWA has outlined maintenance methods that are <br /> intended to provide agencies,including the City of Everett,with a flexible means of conformance with <br /> the MUTCD requirements for minimum retro reflectivity of traffic. The end result was that by June 13, <br /> 2014, all cities who maintain roadways open to public travel were required to adopt a sign maintenance <br /> program designed to maintain traffic sign retro-reflectivity at or above specific levels. <br /> In 2014,the City of Everett adopted a plan for the evaluation of reflectivity through a process of <br /> nighttime visual inspection and replacement,purchasing signs via a City procurement contract with <br /> installation by City forces. <br /> In 2014,the City of Everett received a Federal grant from the City Safety Program to upgrade stop and <br /> yield signs throughout the City to high intensity prismatic sheeting where applicable including upgrade <br /> of sign post to NCHRP 350 for crashworthy compliance. The project was design by Public Works <br /> staff, advertised for bid and awarded by City Council on February 1,2017. Since the City Safety <br /> Program grant is focused on improving stop signs and posts, street name signs were not considered <br /> safety oriented work and were not part of the scope of project. The contract scope of work requires <br /> relocating the existing street name signs atop the new crashworthy compliant poles utilizing new <br /> hardware. <br /> The project presents an opportunity to add work by change order to upgrade street name signs to the <br /> MUTCD standards for for reflectivity and text size, increasing to the larger 6"letters designed to <br /> improve legibility.Existing funding from the yearly sign reflectivity program will be used fund the <br /> street sign improvements. <br /> As noted above,the contract scope includes replacing the existing street sign hardware but not the <br /> existing signage. This is change order provides new MUTCD compliant street name signage for the <br /> contractor to utilize rather than resetting the existing signage. Since the contract already requires labor <br /> and hardware for this work,providing MUTCD compliant replacement signage will reduce future <br /> labor costs for City Forces as they will not have to remove and replace signage at a later date. <br /> Exhibit C—Additional Contract Time: <br /> This change does not impact contract duration. <br /> Page 3 of 3 <br />
