4. The floor area of the accessory dwelling unit shall not exceed 40% of the total floor <br /> area of the structure, or 800 square feet, whichever is less. <br /> The existing structure combined with the new addition is approximately 2,700 square feet in <br /> area. The proposed accessory dwelling unit is approximately 793 square feet in area. <br /> 5. The total number of persons who may occupy the principal and accessory dwelling <br /> units combined shall not exceed the number of persons that are defined by this Title <br /> as a "family". <br /> The applicant has stated that five persons are to be living on site, which falls within the <br /> City's definition of"family". <br /> 6. Three off street parking spaces shall be provided for the principal and accessory <br /> dwelling units. When the property abuts an alley, the off-street parking space for the <br /> swelling unit shall gain access from the alley, unless topography makes such access <br /> impossible. <br /> The new garage has the ability to park five cars, and there will be an additional parking stall <br /> to the east of the new structure for a total of six off street parking stalls on site. There is a <br /> topographical change between the grade of the alley and the subject site, which makes <br /> access off of the alley difficult. Upon review by the City it was determined that access off of <br /> Main street would be more appropriate for the proposal. <br /> 7. The single family appearance and character of the dwelling shall be maintained when <br /> viewed from the surrounding neighborhood. Only one entrance to the residence may <br /> be located on any street side. <br /> The subject site is a corner lot with street frontage on both S. 3rd Avenue (west side) and <br /> Main Street (south side). Access to the accessory dwelling unit will be taken from a <br /> stairwell located on the north side of the property. <br /> 8. Only one electric and one water meter shall be allowed for the entire structure, <br /> serving both the principal and accessory dwelling units. <br /> Permits to obtain additional meters are required prior to installation. Additional permits shall <br /> not be authorized for this site by the Planning Department. <br /> 9. The secondary and principal dwelling unit shall comply with all applicable <br /> requirements of the Uniform Building Code as adopted or amended by the City. <br /> Permits are required by the Building Department for any changes, alterations or additions to <br /> insure compliance with the Uniform Building Code prior to issuance. Prior to any new <br /> construction on site a building permit must be applied for and approved by the City of <br /> Everett Building Department. <br /> 10. The owner of a single family residence with an accessory dwelling unit shall file a <br /> Owner Occupancy Certificate no later than April 1st of each year. <br /> The owner has submitted an Owner Occupancy Certificate which will be required to be <br /> updated each year within the timeframe established above. <br /> 11. A permit for an accessory dwelling unit shall not be transferable to any lot other than <br /> the lot described in the application. <br />
