PUBLIC WORKS
Ev Err
MEMORANDUM
TO: Kirk Brooks
FROM: Mark Sadler
DATE: June 16, 2006
SUBJECT: Utility Department Input into "Everett Requirements" for the Port of Everett North
Marina Redevelopment Infrastructure - Phase 1
The specifications reference "Everett Requirements," which are different than Everett Standards (our
development standards). Here are my comments of what Everett Requirements should be:
Everett Requirements—Utility Department North Marina Redevelopment Project—Phase 1:
1. Provide a section in the specifications on temporary utilities and continuation of services for both
water and wastewater; or make it a required contractor submittal for City review and approval.
2. Provide a section in the specifications on construction sequencing and how relates to No. 1
above, or again make it a required contractor submittal for City review and approval. These two
issues could be addressed in the same submittal. This is needed to verify no service problems.
3. City Utilities Dept must approve of the water and sewer installation prior to Owner's acceptance
- The City Utilities Dept will provide a final punch list to be completed prior
to final payment.
4. City Utilities Department will assign Engineering or Operations staff to review submittals and to
coordinate the construction.
5. City Utilities Dept. will review and approve water and sewer materials in shop drawings
submittals prior to contractor procurement. Contractor assumes all risk of non-complying
materials without prior city approval. City will review materials within 5 business days of
submittals.
6. Replace the specification sections on flushing and disinfection of new water pipelines with the
attached City standard specifications.
7. Comply with requirements, as attached, for Record Drawings. Final City acceptance inid-thus
- i-paymet will not be issued until the City Utilities Dept has accepted the record drawings.
8. The Contractor warrants all materials and workmanship of the water and sewer utilities for a
period of one-year from the final acceptance date by the City. Contractor will either provide a
maintenance bond or a letter acknowledging responsibilities and commitment to provide
warranty repairs for the one-year period.
9. All newly installed sewer mains and side sewers must be CCTV by an approved sub-
contractor per Section 7-17.3 as attached.
J port comments 061406.doc I i 6/16/2006
