The Highway Commercial area contiguous to the west of the proposed amendment area is an intensively developed neighborhood retail district which is deficient in off-street parking by current standards . Approval of the amendment as proposed will benefit the public safety and welfare by allowing a currently deficient parking situation in the area to provide convenient, safe and attractive off-street parking in accordance with zoning code requirements. 3 . By limiting the use of properties within the amendment area to off-street parking for the existing businesses fronting on Broadway, the existing commercially zoned area can upgrade and more efficiently utilize the B-2 zoning potential along the highway frontage. Any intensification of existing businesses or uses may only occur on the Broadway frontage, since the use of the amendment area shall be limited to off-street parking. 4 . The proposed amendment, as implemented through the Resolution of Intent to Rezone, will provide appropriate buffers and a transition in scale between the existing commercial zoning and the residentially zoned area to the east. 5. The amendment, as implemented through the Resolution of Intent to Rezone, will provide sufficient aesthetic protections to the residential area to the east so as not to be visually incompatible.
