r a 2. That the above-described property is hereby declared to be substandard as is defined in the Uniform Housing Code. 3. That the Planning/Community Development Director is hereby authorized to have repair work performed to the above-described house and premises by clearing all junk, trash, debris, garbage and vegetation from said premises. 4. That all expenses incurred by the City as a result of said repair work (the clearing and disposing of all junk, trash, debris, garbage and vegetation from the house and premises) shall be made a personal obligation of the property owner or an assessment against the property, in which case the City of Everett shall ask the County Treasurer to enter the amount of the assessment upon the tax rolls against the property and collect the same with regular property taxes and with interest at such rate as provided for in RCW 84.56.020. 5. That the herein described repair work (the clearing and disposing of all junk, trash, debris, garbage and vegetation from the house and premises) shall not be commenced until not less than ten (10) days after the notification by personal service or by mailing via registered or certified mail of notice of the herein described Everett City Council Resolution of the owners of the herein described property. 6. That once the house and premises are cleared of all junk, trash, debris, garbage and vegetation, it shall be deemed unlawful for the owner of the above-described property to accumulate junk, trash, debris, garbage and vegetation within the house or on said premises. 7.
