proposed and approved developments in the area (Hanabrook, <br /> Ridgewood Terrace, Seaway Center, Glenwood Avenue Apartments, <br /> etc. ) . <br /> The proposed Merrill Creek development would take all <br /> access from Merrill Creek Parkway to the south via three <br /> driveways. Access to the north is not feasible since the <br /> Plats of Edgemoor Heights and Harbor Ridge abut the property <br /> to the north and those plats did not provide for access <br /> connections to the Merrill Creek property. The City <br /> specifically limited the number of lots in the Plat of Harbor <br /> Ridge and cut off access to the north for the Merrill Creek <br /> property due to traffic safety concerns on Harbor Lane. <br /> Each of the parcels would have frontage on Merrill Creek <br /> Parkway, except for Phase 4. A publicly dedicated road will <br /> be required to Phase 4 in compliance with the City's <br /> Subdivision Ordinance. <br /> Merrill Creek Parkway connects Glenwood Avenue with <br /> Seaway Boulevard as well as Hardeson Road. Regional access to <br /> the site is provided by a combination of freeways and <br /> arterials. These include Mukilteo Boulevard - a minor <br /> arterial to the north; SR-526 - a regional expressway to the <br /> south; US 99/Evergreen Way - a principal arterial on the east; <br /> and SR-525/Mukilteo Speedway - a principal arterial on the <br /> west. Other minor and collector arterials which serve traffic <br /> from the site include Glenwood Avenue, Madison Street, Seaway <br /> Boulevard, 20th Ave. West, Hardeson Road, and Beverly Lane. <br /> Based on a daily trip generation rate of 6.6 vehicle <br /> trips per dwelling unit, the traffic study stated that <br /> approximately 8,500 daily vehicle trips would be generated by <br /> the proposal at full buildout (this figure is based on a <br /> project consisting of 1, 392 units, so actual trip generation <br /> from the recommended 1 ,070 unit project would likely be <br /> lower) .
