{ <br /> the PM peak hour with 520 of those trips to the site and 280 <br /> outbound from the site. <br /> The studies concluded that the combined traffic impacts <br /> of the Southwest Everett projects in terms of capacity-level <br /> traffic flows were mainly limited to the Madison Street and <br /> Evergreen Way corridor, although the 20th Ave. West/75th St. <br /> S.W. and Glenwood Avenue/Mukilteo Boulevard intersections will <br /> also operate at capacity conditions. All of the significant <br /> adverse impacts can be mitigated by improvements such as <br /> signalization and/or the construction of additional exclusive <br /> turn lanes at the impacted intersections. Some of the <br /> improvements were found to be necessary even without the <br /> traffic generated by the residential developments. One of the <br /> most significant findings was that traffic volumes on Madison <br /> Street will warrant a minimum of four lanes from west of <br /> Beverly Lane to Evergreen Way. <br /> The City's Traffic Engineer and the Planning Commission <br /> recommended that conditions be placed on this project which <br /> require the Applicant to pay for the full cost of improvements <br /> which would be directly related to the Merrill Creek proposal <br /> and a proportionate share of the improvements indirectly <br /> related to the proposal . The improvements are identified in <br /> b. below. The Applicant would construct the improvements <br /> directly related to the Merrill Creek proposal prior to <br /> issuance of occupancy permits for the first phase of <br /> development. Prior to issuance of permits for the second <br /> phase of development, the Applicant would pay into a fund <br /> their share of the cost of the improvements indirectly related <br /> to the proposal. The improvements would be constructed when <br /> the City has sufficient money in the fund contributed by other <br /> developers, etc. The following conditions are included in the <br /> concomitant agreement: <br /> 20 <br />
