NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT that: <br /> FINDINGS <br /> Background: The original rezone request was for a <br /> rezone of 94.5 acres from R-S, Single Family Suburban <br /> Residential and R-1 , Single Family Low Density Residence Zone <br /> to R-3(A) with a Concomitant Contract and approval of a <br /> phased master development site plan to allow the construction <br /> of a 1 , 392 unit apartment complex. <br /> The City required that an environmental impact statement <br /> (EIS) be prepared for the proposal . The EIS reviewed five <br /> alternative development proposals for the site: a 1, 392 unit <br /> multiple family proposal , a 1 ,284 unit multiple family <br /> proposal , an 819 unit mixed use proposal , a single family <br /> detached plat with 147 lots, and the no action alternative. <br /> After completion of the EIS, the Applicant's proposal was <br /> revised from 1 , 392 units to a 1, 284 unit multiple family <br /> proposal (13 .58 units per gross acre) . <br /> A Planning Commission workshop on the proposal was held <br /> on May 2 , 1989. Public hearings were held before the Planning <br /> Commission on June 20 , 1989; July 18, 1989; and October 17 , <br /> 1989 . At the July 18 , 1989 public hearing, Planning <br /> Commission requested additional information and design changes <br /> from the Applicant. In response to Planning Commission's <br /> request, the Applicant met with the CARE neighborhood group on <br /> two occasions (August 31 , 1989 and September 7 , 1989) , and <br /> submitted two revised alternative proposals for the October <br /> 17, 1989 hearing: <br /> 1. a 1 , 128 unit multiple family proposal , which included <br /> a 200 foot buffer adjacent to the single family homes <br /> in the Plat of Edgemoor Heights and Harbor Ridge and <br /> a 50 to 120 foot buffer adjacent to the Zevenbergen <br /> property, with townhouse units abutting the buffers. <br /> 2 <br />
