a. This project's traffic impacts on off-site streets and <br /> intersections are identified in the Traffic Study by <br /> Entranco Engineers entitled "South Everett Area <br /> Residential Developments Traffic Impact Analysis" <br /> (November 1988 ) and the update by KJS Associates for the <br /> "Response to Everett Planning Commission" (September <br /> 1989 ) . The project must finance its proportionate share <br /> of the costs of these improvements and must make payment <br /> to the appropriate fund before issuance of Building <br /> permits for the second development phase. The developer <br /> will receive credit against its obligations under this <br /> paragraph for the costs actually expended under paragraph <br /> 2 below: <br /> b. The developer shall provide the following improvements <br /> prior to issuance of occupancy permits for the first phase <br /> of development: <br /> 1 . Glenwood Avenue/Merrill Creek Parkway - install a fully <br /> actuated traffic signal; <br /> 2 . Madison Street/Evergreen Way - construct an eastbound <br /> right turn only lane, install eastbound and westbound <br /> left turn signalization, and modify signals as needed; <br /> 3 . Madison Street/Beverly Lane - provide funding to <br /> re-stripe Madison Street to four lanes from Upper Ridge <br /> Road to Evergreen Way and modify the existing signals at <br /> Madison/Beverly Lane for the four lane roadway; the City <br /> will monitor traffic volumes on Madison Street and <br /> install the four lane configuration when warranted; and <br /> 4. Glenwood Avenue/Future Madison Place (previously <br /> referred to as Upper Ridge Road) - install a fully <br /> actuated traffic signal; timing of installation will <br /> depend on construction of the new Madison Place roadway. <br /> Substantial testimony was received at the public hearings <br /> before City Council regarding the (in)accuracy of the data and <br /> 21 <br />
