Detailed soils analyses will be <br /> required before the City determines whether on-site detention <br /> of stormwater or retention and infiltration of stormwater will <br /> be provided. The Concomitant Agreement includes conditions <br /> which would implement the policies in the South Everett <br /> Drainage Basins Plan. These conditions regulate erosion, <br /> water filtration and peak storm flows. Based on compliance <br /> with these conditions, the proposal would be in conformance <br /> with the South Everett Drainage Basins Plan; and surface water <br /> drainage impacts would be adequately mitigated. <br /> FINDINGS <br /> Public Services: It was estimated that a 1 ,284 unit <br /> project, the Applicant's original proposal, would result in an <br /> increased population of approximately 2 , 029 people. The 1,070 <br /> units approved would likely result in an increased population <br /> of less than 2 ,000 people. Fire, police, library and park <br /> systems will see an increase in use. <br /> The Police Department will require at least three <br /> officers to mitigate increased service calls. <br /> The Fire Department will receive additional service <br /> calls, which will increase demand on their services. The City <br /> l has proposed the relocation of Fire Station No. 4 to the <br /> southwest corner of Glenwood Avenue and Merrill Creek Parkway. <br /> 1 This would provide adequate response time to the site. <br /> The library system will also see increased demand for <br /> services. However, a recent $6 . 4 million levy was passed, <br /> which will be used in part to increase the existing <br /> facilities. <br /> On-site recreation facilities will be provided for <br /> residents. However, the City's park facilities will see <br /> increased demand generated by this project. Additional use of <br /> public facilities such as waterfront parks, soccer and <br /> baseball fields will result. <br /> 29 <br /> 1 <br />
