City improvements to existing arterials and extension of <br /> new arterials into the Southwest Everett area to serve new <br /> single family, multiple family, office and industrial <br /> park, and the technological corridor development. <br /> 8. City formation of LID's to extend sewer and water service <br /> to the Southwest Everett area to support new single <br /> family, multiple family, office and industrial park, and <br /> the technological corridor development. <br /> CONCLUSIONS <br /> City Council finds that there are numerous changes in <br /> conditions on the site and in the area of the site which <br /> support a rezone. <br /> FINDINGS <br /> Need for the Rezone: During the public hearings there <br /> was substantial testimony presented regarding the need for <br /> multiple family housing at this particular location. <br /> Testimony was also presented regarding the need for single <br /> family housing at this particular location. <br /> CONCLUSIONS <br /> City Council finds that there is a need for mixed housing <br /> at this particular location, including single family and <br /> multiple family housing, which has been provided on the <br /> proposed master development site plan. <br /> DECISION <br /> City Council finds that the proposed rezone, subject to <br /> the conditions contained in the concomitant agreement, <br /> benefits the public health, safety, morals and general welfare <br /> and that the Merrill Creek proposal is in harmony with the <br /> comprehensive plan of land use for the City. The rezone of <br /> 94 .5 acres from R-1 and R-S to R-3(A) Multiple Family Low <br /> Density Residential Zone for the Merrill Creek Multi-Family <br /> development with the conditions contained in the attached <br /> 32 <br />
