An additional concern not addressed. by <br /> those measures is the action that would be taken if vegetation <br /> in the Native Growth Protection Easement areas was removed. <br /> Conditions have been added to the concomitant agreement which <br /> would require a $1,000 fee per tree cut by the property owner, <br /> his contractor, representative, or agent, which violates the <br /> provisions of this agreement. In addition, restoration will <br /> be required. The conditions which require the fee and <br /> restoration for violations of the tree cutting provisions of <br /> the concomitant agreement are included in the agreement. <br /> CONCLUSIONS <br /> The conditions in the concomitant agreement are adequate <br /> to ensure compliance with landscaping standards and clearing <br /> requirements. <br /> FINDINGS <br /> Changed Conditions: The existing R-1 and RS zoning of <br /> the subject property dates back to 1961 when the property was <br /> , annexed to the City. Changed conditions supporting the <br /> proposed rezone which have occurred since 1961 include the <br /> following: <br /> 1 . Location of a) the Boeing plant at the north end of Paine <br /> Field and b) the Plats of Edgemoor Heights and Harbor <br /> Ridge to the north of the subject site. <br /> 2 . Expansions at Paine Field Airport. <br /> 3 . Existing and planned office and industrial park uses to <br /> the west. <br /> 4. Continued expansion in the number of jobs created in the <br /> Everett area. <br /> 15. Changes in the comprehensive plan for the City. <br /> 6 . State construction of the Boeing freeway (SR 526) and <br /> improvements to I-5, SR 525, and SR 99. <br /> 31 <br />
