A single lift <br /> station may be required to service a portion of the site. <br /> Fireplaces would be provided in the units, but either <br /> baseboard electric heating or natural gas will be the main <br /> source of heating. The current supply of natural gas and <br /> electricity is more than adequate to serve the proposed <br /> project. Discussions are currently on-going with Snohomish <br /> County PUD to extend the primary electrical systems along <br /> Merrill Creek Parkway adjacent to this site and further to the <br /> west. A local improvement district may be formed by the <br /> utility and assessments will be levied against the benefited <br /> parties including the subject property. Otherwise, the <br /> Applicant will be required to extend electrical services to <br /> his site at his cost. Gas, cable TV, and telephone service <br /> will be designed by the appropriate utilities for extension to <br /> this project. These utilities will be extended at the <br /> Applicant's expense unless other methods of payment are <br /> devised. All utilities are required to be underground. <br /> CONCLUSION <br /> The proposal is the rezone of 94 . 5 acres to R-3 (A) with <br /> Contract and approval of a master development plan for the <br /> site. Recreational facilities would be provided for each <br /> phase of development. All utilities would be extended to the <br /> site; and they have adequate capacity to serve the proposed <br /> density. <br /> FINDINGS <br /> Future Review of Development On the Site: As stated <br /> above, the proposal is the approval of a rezone with a <br /> concomitant agreement and approval of a master development <br /> site plan. The project would proceed one phase at a time. An <br /> additional detailed SEPA environmental review will be required <br /> for each phase of the development at time of application for <br /> Building Permits.
