would include detailed site plans, detailed <br /> soils/geotechnical analysis ( including slope stability <br /> analysis) , detailed drainage plans, detailed grading plans, <br /> and traffic studies. Each phase would be reviewed in <br /> accordance with the SEPA policies in effect at time of <br /> submittal of detailed plans for that phase. <br /> The site plans in these future reviews would be reviewed <br /> administratively by the Planning Department. Minor revisions <br /> to the site plan which comply with all conditions of approval <br /> listed in the concomitant agreement could be approved by the <br /> Planning Director. Major revisions or revisions which are not <br /> in conformance with the conditions of approval in the <br /> concomitant agreement would require new public hearings before <br /> Planning Commission and City Council . Public notice would be <br /> provided and input from the neighborhood would be accommodated <br /> during the detailed site plan reviews. Public notice would <br /> consist of posting of the site, mailing to the major <br /> neighborhood groups and notice in the newspaper per conditions <br /> in the concomitant agreement. <br /> The concomitant agreement lists one additional condition <br /> I which would require notice to the CARE neighborhood group. <br /> Condition 3 g. 1 would regulate clearing in the buffer areas. <br /> This condition requires the Applicant, Planning and Parks <br /> Department staff, and representatives of the CARE neighborhood <br /> group to meet in the field to discuss which trees in the <br /> buffer areas can be removed to allow construction of <br /> buildings, etc. abutting the buffers. <br /> In addition to the SEPA reviews, a subdivision will be <br /> required for the single family plat. The concomitant <br /> agreement includes a condition which states that the <br /> subdivision will be processed in accordance with the Zoning <br /> Ordinance in effect on December 26 , 1989 as modified by the <br /> conditions of the concomitant agreement. <br /> 7 <br />
