percent of which expense shall be borne by and assessed against <br /> 1 <br /> the property specially benefited by such improvements to be <br /> 2 <br /> included in a local improvement district to be established <br /> 3 <br /> embracing as nearly as practicable all the property specially <br /> 4 <br /> benefited by the improvements . The balance of such cost and <br /> 5 <br /> expense shall be advanced by the City pursuant to Ordinance No . <br /> 6 <br /> 1561-89 and reimbursed from future monthly utility service <br /> 7 <br /> surcharges within the local improvement district . Actual <br /> 8 <br /> assessments may vary from assessment estimates so long as they <br /> 9 <br /> do not exceed a figure equal to the increased true and fair <br /> 10 <br /> value the improvements add to the property. <br /> 11 <br /> Section 3 . All persons who may desire to object to the <br /> 12 <br /> improvements described herein are notified to appear and present <br /> 13 <br /> such objections at a hearing before the City Council to be held <br /> 14 <br /> in the Council Chambers in the City Hall in Everett, Washington, <br /> 15 <br /> at 8 :30 a.m. on August 30 , 1989 , which time and place are fixed <br /> 16 <br /> for hearing all matters relating to the proposed improvements <br /> 17 <br /> and all objections thereto and for determining the method of <br /> 18 <br /> payment for those improvements . All persons who may desire to <br /> 19 <br /> object thereto should appear and present their objections at <br /> 20 <br /> such hearing. Any person who may desire to file a written <br /> 21 <br /> protest with the City Council may do so within thirty days after <br /> 22 <br /> the date of passage of the ordinance ordering the improvement in <br /> 23 <br /> the event the local improvement district is formed. Such <br /> 24 <br /> written protest should be signed by the property owner and <br /> 25 <br /> -2- <br />
