Including the entire gross area of the site and the property to be <br /> dedicated for right-of-way for street improvements, there is a 54% <br /> coverage of the site with impervious development. (Shapiro testimony) <br /> 13. Pursuant to the Everett Municipal Code and the developmental standards <br /> for R-3-A zones, the Applicant is providing 306 parking stalls for the <br /> development which satisfies the requirement for parking. (exhibit 22) <br /> 14. As noted, the property is zoned R-3-A. R-3-A zoning allows development <br /> of multiple family housing if it is reviewed through a detailed site <br /> plan. In the instant case, the Shoreline Permit review process is used <br /> to review the detailed site plan process. (Ervine testimony) <br /> 15. Pursuant to the density standards of.;R-3-A zoned property, the property <br /> can be developed with 25 dwelling 'Units per acre. The project is <br /> proposed to be developed at a density of 24.9 dwelling units per acre. <br /> (staff report) <br /> Wetlands <br /> 16. A wetland area exists in the northeastern portion of the project site. <br /> The Applicant retained experts to inspect the wetland area and <br /> determine if it could be incorporated into the project. As a result of <br /> this inspection, the Applicant modified the site plan to minimize any <br /> wetland impact. This modification includes no construction on the <br /> wetland. (staff report) <br /> 17. On March 21, 1989, the Department of Ecology reviewed the requested <br /> development and the impact on the wetlands on the property. They <br /> determined that with enhanced plantings along the west edge of the <br /> wetlands and the use of the fence to minimize the impact of the <br /> wetlands, the project could be developed as proposed. (exhibit 21) <br /> 18. Because of the limitations of construction in the wetlands and the <br /> Department of Ecology requirements that there be enhanced plantings <br /> along the western edge of the wetlands and a solid wooden fence of at <br /> least six feet in height, the Applicant has modified the site plan. <br /> The proposal of the Applicant is to provide the plantings and fence and <br /> a 25 foot to 50 foot variable width buffer along the west edge of the <br /> wetlands. In addition, the Applicant proposed a foot path adjacent to <br /> the wetlands to direct foot traffic and prevent excessive pedestrian <br /> traffic in the wetlands. (Ervine testimony) <br /> 19. The Applicant has submitted that it is going to adhere to the <br /> conditions of the Department of Ecology and will develop the property <br /> in a manner consistent with the Department of Ecology's findings. <br /> (Cattle testimony) <br /> € 00050 <br />
