000008 <br /> ,.� � <br /> Bay Ridge Development <br /> SMA 7-88 <br /> Page -8- <br /> She also submitted that the EIS study for 1990 traffic was <br /> insufficient and further study should have been done to <br /> determine what the traffic will be for 1995 and beyond. She <br /> suggested that this area of the City of Everett, fronting on <br /> Silver Lake and S.R. 527, should be subject to a moratorium <br /> until the control of traffic has been resolved. According to <br /> her, a precedent for this has been established in Snohomish <br /> County. <br /> The witness also submitted that there is a need for a transit <br /> pull-out but it should be on-site. She also questioned the <br /> manner in which the right-of-way will be dedicated and submitted <br /> that a 100 foot of right-of-way is...required and not the 34 foot <br /> right-of-way as proposed by the State and City. She submitted <br /> that in future years, additional right-of-way will be needed and <br /> it will be more costly and difficult to acquire. <br /> In addition, the Witness submitted that the date used for the <br /> study of pedestrian use of the area, December 14th, is an <br /> inappropriate date because little pedestrian activity occurs at <br /> that time. <br /> B. Witness David Bartle submitted that he lives on 23rd Drive S.E. <br /> He submitted that excessive traffic will be generated from the <br /> site and that there is no guarantee that the development will <br /> not channel traffic onto 23rd and eventually onto S.R. 527. The <br /> witness requested some prohibition from this scenario. <br /> C. Witness Peggy Claflin submitted that the Applicant has not <br /> provided adequate information on pedestrian traffic circulation <br /> in the area. Based on personal observations, she submitted to <br /> have observed numerous pedestrians using S.R. 527 in order to <br /> walk around Silver Lake. She submitted that the Applicant, in <br /> determining the pedestrian use of the site, should have provided <br /> an all-day count and the count should have been done during <br /> months in which people are more likely to walk. The Witness <br /> also submitted that the Police Department had not adequately <br /> addressed the issue. <br /> D. Witness Al Kaminski submitted that the Environmental Impact <br /> Statement is inadequate because it does not address automobile <br /> accidents in the area. The Witness provided statistics of one <br /> year accidents in the area and submitted that the additional <br /> traffic to be generated will increase accidents. He further <br /> submitted that as traffic becomes more congested on I-5, S.R. <br /> 527 will be an alternate route which will compound the problems <br /> in the area. <br /> 000052 <br />
