Witness Pam Lux submitted that it should not be the City's <br /> responsibility to monitor turning movements into the site, but <br /> that it should be the responsibility of the Applicant. The <br /> Witness also submitted that the Environmental Impact Statement <br /> is inadequate and does not accurately address the traffic in the <br /> area. <br /> F. Witness Jeanine Cudeans submitted that the traffic study, as <br /> done by the Applicant, is inaccurate and does not address all of <br /> the mitigated measures available for the amount of traffic <br /> generated from the site. <br /> Landscaping <br /> 27. The City recommended that a detailA., landscaping plan be prepared by <br /> the Applicant for review and approval by the Everett Planning <br /> Department. According to the City, this plan should consist of the <br /> type, size and location of all plant materials and should be consistent <br /> with the provisions of EMC 19.110. As part of the plan, the Applicant <br /> should: (a) designate 5% of the interior space qf the parking area that <br /> is to be landscaped; (b) provide landscape for a minimum of 10' of <br /> -width of the street frontage; (c) provide a 15' landscaped corridor <br /> along the northern and eastern edges of the property; (d) provide <br /> additional planting in the buffer area adjacent to the wetlands; and, <br /> (e) plant trees with a one-for-one replacement of any evergreen trees <br /> removed during construction. (staff report) <br /> 28. The Applicant submitted that the replacement of evergreen trees, as <br /> required by the City, is not desirable because the evergreen trees, if <br /> replaced, would be next to the structures on-site which would create <br /> problems with roots, view blockage and maintenance of the facility. <br /> The Applicant submitted that a more reasonable requirement would be <br /> that deciduous trees be. planted. This would provide less disruption to <br /> the site and would not block any winter light. It would also reduce <br /> the growth of the moss in the area. (Cattle testimony) <br /> 29. According to an inventory of evergreen trees done by the Applicant, <br /> approximately 282 evergreen trees will be removed from the site and <br /> approximately 53 of the trees will be retained. As a result of this <br /> removal, the City has recommended that the Applicant provide evergreen <br /> trees to be integrated into the landscaping plan. <br /> Impervious Surface <br /> 30. Based on calculations of the Applicant, the impervious surface of the <br /> site, including the roof surfaces and street surfaces, will consist of <br /> 54% of the site. (staff report) <br /> 31. A storm drainage plan is required prior to development of the site. <br /> The storm drainage plan must satisfy the standards of the City of <br /> Everett and must be approved by the City Public Works Department prior <br /> to development.
