• <br /> 1 percent of which expense shall be borne by and assessed against <br /> 2 the property specially benefited by such improvements to be <br /> 3 included in a local improvement district to be established <br /> 4 embracing as nearly as practicable all the property specially <br /> 5 benefited by the improvements . The balance of such cost and <br /> 6 expense shall be advanced by the City pursuant to Ordinance No . <br /> 7 1561-89 and reimbursed from future monthly utility service <br /> 8 surcharges within the local improvement district . <br /> 9 Section 3 . All persons who may desire to object to the <br /> 10 improvements described herein are notified to appear and present <br /> 11 such objections at a hearing before the City Council to be held <br /> 12 in the Council Chambers in the City Hall in Everett, Washington, <br /> 13 at 8 : 30 a .m. on April 26, 1989 , which time and place are fixed <br /> 14 for hearing all matters relating to the proposed improvements <br /> 15 and all objections thereto and for determining the method of <br /> 16 payment for those improvements . All persons who may desire to <br /> 17 object thereto should appear ppear and present their objections at <br /> 18 such hearing. Any person who may desire to file a written <br /> 19 protest with the City Council may do so within thirty days after <br /> 20 the date of passage of the ordinance ordering the improvement in <br /> 21 the event the local improvement district is formed. Such <br /> 22 written protest should be signed by the property owner and <br /> 23 should include the legal description of the property for which <br /> 24 the protest is filed and such protest should be delivered to the <br /> 25 City Clerk. <br /> - 2 - <br />
