• 1 percent of which expense shall be borne by and assessed against 2 the property specially benefited by such improvements to be 3 included in a local improvement district to be established 4 embracing as nearly as practicable all the property specially 5 benefited by the improvements . The balance of such cost and 6 expense shall be advanced by the City pursuant to Ordinance No . 7 1561-89 and reimbursed from future monthly utility service 8 surcharges within the local improvement district . 9 Section 3 . All persons who may desire to object to the 10 improvements described herein are notified to appear and present 11 such objections at a hearing before the City Council to be held 12 in the Council Chambers in the City Hall in Everett, Washington, 13 at 8 : 30 a .m. on April 26, 1989 , which time and place are fixed 14 for hearing all matters relating to the proposed improvements 15 and all objections thereto and for determining the method of 16 payment for those improvements . All persons who may desire to 17 object thereto should appear ppear and present their objections at 18 such hearing. Any person who may desire to file a written 19 protest with the City Council may do so within thirty days after 20 the date of passage of the ordinance ordering the improvement in 21 the event the local improvement district is formed. Such 22 written protest should be signed by the property owner and 23 should include the legal description of the property for which 24 the protest is filed and such protest should be delivered to the 25 City Clerk. - 2 -
