Finding: The existing park improvement includes a boat <br /> launch, boat trailer parking area, picnic area, docks and <br /> piers, and a boat house. Phase II improvements will <br /> include hiking and biking trails, maintenance yard, <br /> swimming pond, volley ball court, nature interpretive <br /> center, ranger station/office, enhanced seasonal <br /> wetlands, viewing platforms,juvenile salmon habitat, <br /> gateway plantings and additional fishing piers. <br /> A new Shoreline Permit addressing the specific uses <br /> permitted in Phase II of the park development is required. <br /> Conclusion: The proposed park will take maximum <br /> advantage of and enhance the natural character of the <br /> shoreline area. <br /> 2. General Regulation No. 3 - Motor Vehicle Use <br /> Finding: No motor vehicle use including two- and <br /> three-wheeled vehicles is proposed on beaches, dunes, or <br /> fragile shoreline areas except for maintenance and <br /> preservation of public health and safety. The existing <br /> off-road vehicle activity will not continue on the dredge <br /> spoils disposal site on the southern end of the property. <br /> Conclusion: The proposed park use is consistent with the <br /> Snohomish County Shoreline Master Program regulations <br /> related to motor vehicle usage. <br /> C. Use Designation for Landfill <br /> 1. Required Information <br /> Finding: All applications for landfilling must include <br /> the following information: <br /> a. Physical, chemical and biological character of <br /> landfill material; <br /> b. Source of landfill material; <br /> c. Method of placement and compaction; <br /> d. Type of proposed surfacing; <br /> e. Method of perimeter erosion control; <br /> f. Proposed use of fill area. <br /> Conclusion: This information must be provided to the <br /> Planning Department prior to issuing clearing or grading <br /> permits for this proposal. <br /> 2. Perimeter Treatment <br /> Finding: The Snohomish County Shoreline Master Program <br /> CSCSMP) requires the perimeter of all landfills to be <br /> provided with some means to control erosion, such as <br /> vegetation, retaining walls or other mechanisms. <br /> Conclusion: This requirement will be included as a <br /> condition of this shoreline permit. <br /> -3- <br />
