0011 <br /> Conclusion: The instant permit proposes to allow disposal of <br /> hydraulic dredged material on Jetty Island and will <br /> specifically address dredged material disposal in this Diverse <br /> Resource Management environment. <br /> 2. Finding: The City's Shoreline Master Program also requires <br /> that disposal of dredged material shall occur in diked areas <br /> when the existing conditions, use of the site, and impact of <br /> the fill so require. This project does not propose any <br /> containment of dredged material rather the dredged material <br /> will be transported hydraulically to the disposal site via a <br /> pipeline across Jetty Island. The contractor's temporary <br /> pipeline route across Jetty Island must be coordinated with the <br /> Port of Everett and Everett Parks Department. The dredged <br /> material will then flow from the pipeline for settlement prior <br /> to placement by heavy equipment to achieve the desired habitat <br /> protection berm dimensions. The Corps of Engineers shall <br /> closely supervise the dredged material disposal contract. The <br /> contractor shall use energy dissipation devices at the pipeline <br /> discharge to reduce discharge velocities and promote <br /> settlement. Construction equi,pment shall be used to direct the <br /> effluent to the east of the proposed berm to maximize retention <br /> of disposed material. No material shall be placed outside the <br /> limits of the disposal area. <br /> This is a similar process to that used by the Port of Everett <br /> in 1981 in an unconfined dredge spoils disposal project on the <br /> south end of Jetty island (SMA #4-81). This project tested the <br /> impact of unconfined dredge spoils disposal and determined that <br /> there were no significant adverse effects from use of this <br /> disposal technique. <br /> Conclusion: This project will not have long term adverse <br /> effects on the environment, rather will provide improved <br /> habitat on and adjacent to Jetty Island through the creation of <br /> additional uplands and a 25 acre salt marsh. <br /> C. Landfill <br /> 1. Findings: The City of Everett Shoreline Master Program only <br /> permits landfills when used as preparation for an activity <br /> otherwise permitted by the Shoreline Master Program for the <br /> specific environment in which the landfill is located. In the <br /> case of the Diverse resource Management Environment landfill <br /> activity is not permitted until the Diverse Resource Management <br /> Policies have been complied with. The Diverse Resource <br /> Management Environment Policies are as follows: <br /> a. Require comprehensive plan, public hearings, input of <br /> local authoritative comment and thorough consideration <br /> before any action or commitment is made toward <br /> development and/or preservation of Jetty Island's diverse <br /> resources. <br /> b. Allow uses and activity in these areas which result in <br /> educational and scientific benefits to the community. <br /> c. Allow activity which increases public access and <br /> enjoyment of the area without resulting in degradation to <br /> the unique character of the area. <br /> -3- "►. 0037 <br />
