Require final development of these areas to be wholly <br /> compatible with and not adversely affecting adjacent <br /> diverse environments by developing performance standards <br /> which directly relate to potential harmful impacts. <br /> f. Require development in this area to consider preservation <br /> of any existing site features which might contribute to <br /> public enjoyment or preservation of the area's natural <br /> character. <br /> g. Allow only those uses which are deemed necessary, in the <br /> public interest and directly related to unique resources <br /> existing at the site. <br /> Conclusions: (Point by point response to policies) <br /> a. The disposal of dredged material is an on-going activity <br /> on Jetty Island wT1i the Island being created from dredge <br /> spoils initially and enriched with additional material <br /> over time. The current proposal in not a significant <br /> proposal to develop or preserve Jetty Island but to <br /> continue to dispose of dredged material spoils on the <br /> Island in a pilot habitat establishment project. This <br /> disposal activity s1i uid be permitted without preparation <br /> of a comprehensive plan for the ultimate development <br /> and/or preservation of Jetty Island. <br /> b. The proposed fill will provide an educational opportunity <br /> through the provision of interpretive signage explaining <br /> the proposed project to the public. This project will <br /> also have scientific value by acting as a pilot project <br /> demonstrating the beneficial use of dredged material in <br /> Puget Sound. <br /> c. The upland and beach area created by this fill proposal <br /> will expand the area of Jetty Island providing more <br /> shoreline for public access. <br /> d. The detailed proposal described in the U. S. Army Corps <br /> of Engineers Final Environmental Assessment (Exhibit #6) <br /> will preserve the unique natural character which exists <br /> on Jetty Island. <br /> e. This is not a final development proposal. <br /> f. The site features of Jetty Island will be enhanced by <br /> this proposal by providing a more diverse range of <br /> habitats on Jetty Island. <br /> g. As Jetty Island is located directly adjacent to the lower <br /> settling basin in the Snohomish River it provides a <br /> practical site for dredged material disposal. The <br /> habitat enhancement proposed as part of this project will <br /> expand the unique resources of Jetty Island. <br /> 2.
