September 23, 2015 <br />The regular meeting of the Everett City Council was called to order at <br />12:30 p.m., September 23, 2015 in the City Council Chambers of the <br />William E. Moore Historic City Hall, Council President Bader presiding. <br />Upon roll call it was found that Mayor Stephanson and Council Members <br />Roberts, Moore, Murphy, Gipson, Bader, Stonecipher and Tuohy were <br />present. <br />Council Member Murphy led the Pledge of Allegiance. <br />The minutes of the September 16, 2015 City Council meeting were <br />approved as printed. Council Members Gipson and Stonecipher <br />abstained from the vote. <br />MAYOR <br />Mayor Stephanson stated that he was honored to be part of a welcoming <br />group yesterday for the President of China, and grateful that the president <br />chose Boeing and Paine Field as a location for the focal point of his trip. <br />He announced that Chinese companies have agreed to buy 300 Boeing <br />jets, 50 of which will be built in Everett. <br />The Mayor remarked that he, along with Council Members Bader and <br />Tuohy, attended a groundbreaking at Washington State University <br />yesterday. He stated that it was a great event. <br />14Kell]0 <br />Council Member Roberts reported that he and Tom Hingson, <br />Transportation Services, attended a Transportation Futures Forum in <br />Tacoma sponsored by the Washington State Department of <br />Transportation. He stated that earlier this week he chaired the AWC <br />Legislative Committee where they discussed the fish consumption rule, <br />infrastructure funding, public disclosure, the streets initiative, and a <br />climate action plan. <br />Council Member Stonecipher remarked that the Mayor of the City of Los <br />Angeles has declared a state of emergency related to homelessness, and <br />
