1 method of payment for those improvements . All persons who may <br /> 2 desire to object thereto should appear and present their <br /> 3 objections at such hearing . Any person who may desire to file a <br /> 4 written protest with the City Council may do so within thirty <br /> 5 days after the date of passage of the ordinance ordering the <br /> 6 improvement in the event the local improvement district is <br /> 7 formed. Such written protest should be signed by the property <br /> 8 owner and should include the legal description of the property <br /> 9 for which the protest is filed and such protest should be <br /> 10 delivered to the City Clerk. <br /> 11 Section 4 . The City Clerk is authorized and directed to <br /> 12 give notice of the adoption of this resolution and of the date, <br /> 13 time and place fixed for the public hearing to each owner or <br /> 14 reputed owner of any lot, tract , parcel of land or other <br /> 15 property within the proposed local improvement district by <br /> 16 mailing such notice at least fifteen days before the date fixed <br /> 17 for public hearing to the owner or reputed owner of the property <br /> 18 as shown on the tax rolls of the Snohomish County Assessor at <br /> 19 the address shown thereon, as required by law. The City Clerk <br /> 20 also is authorized and directed to give notice of the adoption <br /> 21 of this resolution and of the date, time and place fixed for the <br /> 22 public hearing to each owner or reputed owner of any lot , tract , <br /> 23 parcel of land or other property outside of the proposed local <br /> 24 improvement district that is required by the Federal Housing <br /> 25 Administration as a condition of loan qualification to be <br /> - 3- <br />
