September 30, 2015 <br />The regular meeting of the Everett City Council was called to order at <br />6:30 p.m., September 30, 2015, in the City Council Chambers of the <br />William E. Moore Historic City Hall, Council Vice President Murphy <br />presiding. Upon roll call it was found that Mayor Stephanson and Council <br />Members Roberts, Moore, Murphy, Gipson, Stonecipher, and Tuohy were <br />present. Council Member Bader was excused. <br />Council Member Gipson led the Pledge of Allegiance. <br />The minutes of the September 23, 2015, City Council meeting were <br />approved as printed. <br />MAYOR <br />Mayor Stephanson proposed two initiatives to resolve the problems with <br />the street population and homelessness. The proposal included the <br />following components: <br />1 —Allocate an additional $1,000,000 from the City of Everett 2016 budget <br />to hire five additional police officers, two embedded social workers and a <br />prosecutor, and to build 10 low -barrier housing units in 2016, and 10 low - <br />barrier housing units of in 2017; <br />2 — Implement new panhandling rules and regulations: panhandling will be <br />prohibited in the areas where the public is most vulnerable. <br />The Mayor stated the proposal will be presented during the Budget <br />Address on October 28, 2015. He thanked Council Member Tuohy for her <br />efforts as Chair of the Public Safety Subcommittee and congratulated her <br />and all participants for the success of the first Public Safety Subcommittee <br />meeting. <br />COUNCIL <br />Council Member Moore thanked Council Member Touhy for great <br />organization of the first Public Safety Subcommittee meeting and the <br />Mayor for his initiatives. He mentioned the positive change in the <br />economy, which provides an opportunity to address the streets problems. <br />292 <br />
