( <br /> 1 <br /> 1 The Council found that the Applicant had sufficiently addressed their <br /> 2 concerns which had been previously raised and that the information available <br /> 3 is reasonably sufficient to evaluate all environmental impacts with the <br /> 4 exception of traffic. While the information available to the Responsible <br /> 5 Official and the City on wetlands, drainage, tree inventory and Monroe <br /> 6 School access is reasonably sufficient to evaluate all environmental <br /> 7 impacts, Council directed that Staff further refine the language to address <br /> 8 their specific concerns. However, Council felt that insufficient <br /> 9 information existed as to the following issues regarding traffic: vehicular <br /> 10 traffic ingress and egress, updated traffic study, turning restrictions and <br /> 11 pedestrian access crossing. <br /> 12 Conclusion. As to all issues raised by the Appellant except for <br /> 13 traffic, the Responsible Official has correctly concluded that the proposal , <br /> 14 Bay Ridge Development, does not have a probable significant adverse <br /> 15 environmental impact. However, as to the issue of traffic, specifically <br /> 16 including vehicular traffic ingress and egress, an updated traffic study, <br /> 17 turning restrictions and pedestrian access crossing, there is a probable <br /> 18 significant adverse environmental impact. There is a need for additional <br /> 19 environmental analysis addressing these traffic issues. <br /> 20 Section 3: Decision. <br /> 21 In accordance with WAC 197-11 -360 due to the traffic issues which <br /> 22 include vehicular traffic ingress and egress, an updated traffic study, <br /> 23 turning restrictions and pedestrian access crossing, it is hereby determined <br /> 24 that this proposal may have a probable significant adverse environmental <br /> 25 impact with respect to traffic. Accordingly, the Responsible Offical ' s <br /> 26 determination in issuing DNS No. 61 -88 for Bay Ridge Development is hereby <br /> 27 reversed. The Responsible Official is directed to issue a Determination of <br /> 28 Significance and in accordance with this Resolution, require the applicant <br /> 29 to prepare a limited scope environmental impact statement which will be <br /> 30 limited to the following traffic issues: (1 ) vehicular traffic ingress and <br /> 31 egress; (2) updated traffic study; (3) turning restrictions; and (4) <br /> 32 <br /> 3 <br />
