5. •
Air/Noise: Project construction will result in short
term, temporary emissions from gas and
diesel-powered construction equipment. Short
term, temporary increases in airborne dust
will also occur during project construction.
Land/Shoreline Use: No change
Conclusion: The project will not generate long-term environmental
impacts.
5. Public Access
Findings: The proposed improvements will be constructed in public
right-of-way or railroad right-of-way.
Conclusion: There is no opportunity to obtain public access since
the applicant is merely using public and railroad right-of-way.
RECOMMENDATION:
Now, therefore, be it recommended by the Planning Commission to the Everett
City Council that the Shoreline Permit be approved to allow the U.S. Sprint
Communications Company to place buried fiber optic cable in the City
right-of-way from the east City limits along the Lowell River Road to Lenora
Street, west on Lenora Street to Second Street, then north to a
telecommunication facility located 60 feet south of Main Street on the east
side of Second Street and in addition, in the Burlington Northern
right-of-way from the point where the Burlington Northern railroad line
crosses the east City limits, then northwesterly to Lenora Street, with the
following conditions:
1. Maintain a minimum of two feet horizontally from edge of trench to
edge of watermain on South Second Ave.
2. Work to be done per approved plans dated Feb. 24, 1988. (See Exhibit
5.)
3. Clean up area and restore vegetation in trenched areas to its natural
state.
4. Construction or substantial progress toward construction of a project
must be undertaken within 2 years after final approval of the permit,
and completed within 5 years. If the project has not been completed
in this time span, the permit will be reviewed by the Planning
Department who will do one of the following:
- extend the permit for one year, or
- terminate the permit.
L%Ct'lCDil'v ! / ,
Gretchen Shaffer, Ch., .man
Everett Planning Commission
FOR: 7
AGAINST: O
ABSTAIN: 0
ABSENT: o
1 6 5413F
