Ino <br /> olor <br /> RESOLUTION NO. 0.2. 1/ 'j1 <br /> A RESOLUTION authorizing and directing preparation of a City of <br /> Everett Solid Waste Management Plan. <br /> WHEREAS, in 1974, the City of Everett closed its garbage disposal site <br /> and, since then, has not been directly involved in solid waste management; <br /> and <br /> WHEREAS, in 1985 and 1986, the City Administration and Council were <br /> required to respond to two different proposals to site a privately-financed <br /> solid waste resource recovery facility in Everett and, later, in 1986, City <br /> of Everett staff and the Council have participated in the current effort to <br /> develop a County-wide solid-waste-to-energy resource recovery facility <br /> sponsored by Snohomish County; and <br /> WHEREAS, the City Council finds that the City lacks an assessment of <br /> solid waste handling facilities and City needs and requirements as a basis <br /> for Everett' s continued participation in the County-wide resource recovery <br /> program and that such an assessment would include needed information for <br /> future critical decisions of the City, including: <br /> - long-range needs for handling the solid waste of the City; <br /> - future costs and financing of solid waste management needs ; <br /> - a plan for recycling and reduction of the City solid waste <br /> stream and the costs and financing therefor; and <br /> - evaluation of disposal alternatives for the City solid waste <br /> stream after reduction and recycling. <br />
