WHEREAS, the City Council finds that said assessment and the <br /> development of a Solid Waste Management Plan specifically developed for the <br /> City of Everett is necessary to respond to Snohomish County 's request for <br /> the City of Everett to delegate its solid waste disposal options; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that the Mayor is authorized and directed, utilizing Ebasco Task <br /> Order 2 as a guide, to prepare a Solid Waste Management Plan for the City of <br /> Everett covering the elements established by RCW 70.95.090 and particularly <br /> addressing reduction and recycling programs for the City of Everett and <br /> City-sponsored alternatives for solid waste disposal ; and further that the <br /> development of this plan be started immediately with public hearings to be <br /> held at the appropriate time on the contents of the plan.
