Conclusion: The City must use Snohomish County's Shoreline Master <br /> Program to review this project as the City's Master Program has not <br /> been amended to include the portion of Smith Island under City <br /> jurisdiction. <br /> 2. Shoreline Plan <br /> Environment <br /> A. Designation <br /> Finding: The Snohomish County Shoreline Master Program <br /> designates the subject property as an Urban Environment which <br /> permits the construction of recreational facilities. <br /> Conclusion: The proposed riverfront park is a permitted <br /> activity in the Urban Environment as long as the project <br /> complies with all general requirements related to the <br /> recreational activities specified in the County Master <br /> Program. Other specific activities requirements related to <br /> pier construction, signage, etc. are identified in the Master <br /> Program and will become conditions of this permit. <br /> B. Recreation <br /> 1) Facilities Design <br /> Finding: The proposed park improvement will include a <br /> boat launch, trailer parking area, picnic area, docks and <br /> piers, a boat house and a camping area. The subject <br /> property is currently used in an informal and <br /> uncontrolled manner. <br /> Conclusion: The proposed park will take maximum <br /> advantage of and enhance the natural character of the <br /> shoreline area. <br /> 2. Motor Vehicle Use <br /> Finding: No motor vehicle use including two- and <br /> three-wheeled vehicles is proposed on beaches, dunes, or <br /> fragile shoreline areas except for maintenance and <br /> preservation of public health and safety. The existing <br /> off-road vehicle activity may continue on the dredge <br /> spoils disposal site on the southern end of the <br /> property. Whether or not the off-road vehicle activity <br /> will be allowed to continue will be finally resolved <br /> prior to approval of any Phase 3 construction in the <br /> Park. This will require a new shoreline permit <br /> addressing the specific uses permitted in the southern <br /> portion of the subject property. <br /> Conclusion: The proposed park use is consistent with <br /> the Snohomish County Shoreline Master Program regulations <br /> related to motor vehicle usage. <br /> C. Landfill <br /> 1. Required Information <br /> Finding: All applications for landfilling must include <br /> the following information: <br /> a. Physical, chemical and biological character of <br /> landfill material; <br /> b. Source of landfill material; <br /> c. Method of placement and compaction; <br /> d. Type of proposed surfacing; <br /> e. Method of perimeter erosion control; <br /> f. Proposed use of fill area. <br /> -2- <br /> 2 <br />
