21. Ross Avenue within Riverfront Park will be vacated at the time . <br /> City acquires the park site from DNR. The Public Works Depart <br /> will coordinate the vacation of Ross Avenue and the Parks Departs._ _ <br /> will provide a gate system to control access. <br /> 22. Special charges for connection to sewer system in accordance with <br /> Ordinance 984-83 are applicable. The actual cost shall be computed <br /> by the Building Division per the ordinance in effect at the time and <br /> according to the information provided on the approved plans on the <br /> date of permit issuance. <br /> 23. Interim water and sewer service for this site will be provided to <br /> adequately service this site. The City will participate in future <br /> Smith Island water and sewer L.I.D. <br /> 24. The dredge spoils lease on the southern portion of the subject <br /> property will be extended to 1992 if all necessary permits are <br /> obtained including a Shoreline Permit and on condition that the City <br /> shall have the right to utilize the dredge materials for City <br /> purposes only. <br /> 25. Minor deviations (10% or less) from the proposed plans shall be <br /> reviewed by the Planning Director to determine if additional public <br /> review is necessary. Major deviation from the instant application <br /> shall be submitted for review and approval by the Planning Commission. <br /> 26. Construction or substantial progress toward construction of the <br /> project must be undertaken within two years after final approval of <br /> the permit and completed within five years.
