8. Compliance with Federal Regulations Title 24 (CFR) Section 60.3 is <br /> required. (Federal Flood Insurance Regulations) <br /> 9. All dikes shall be constructed to be two feet above the regulatory <br /> flood protection elevation. <br /> 10. The applicant shall provide a continuous paved pedestrian/bikeway <br /> adjacent to the main channel of the Snohomish River extending north <br /> to 12th Street N.E. and south to the southern terminus of the subject <br /> property. This trail system must be designed to Parks Department <br /> specifications. <br /> 11. The City shall provide temporary erosion control in the form of <br /> bridging across all drainage ditches and by placement of silt fences <br /> in and around drainage ditches as necessary to prevent drainage from <br /> the project site into adjacent ditches. Construction water shall be <br /> pumped into lagoons or settlement ponds. The City shall protect <br /> surrounding vegetation from erosion runoff from the construction area <br /> through the installation of silt fences, haybales, etc. between the <br /> construction area and the surrounding vegetated areas. <br /> 12. No motor vehicle use is permitted including two- or three-wheeled <br /> vehicles, on beaches, dunes, or fragile shoreline areas except for <br /> maintenance and preservation public health and safety. <br /> 13. The applicant shall provide all necessary background information as <br /> required by SCSMP landfill general regulation #3 (pp. F35 & F36). <br /> 14. Piers shall be constructed in a manner consistent with the Snohomish <br /> County Shoreline Master Program and not extend into the river more <br /> than 50 feet. <br /> 15. A signage plan will be provided by the applicant prior to Planning <br /> Commission approval of this project. <br /> 16. Water service satisfying all Fire Department requirements shall be <br /> provided. <br /> 17. Prior to construction, complete plans and specifications must be <br /> approved by the Snohomish Health District and prior to occupancy or <br /> use, a permit must be issued. <br /> 18. A Water Quality Certification modification must be obtained from the <br /> Department of Ecology prior to construction. <br /> 19. Upon completion of necessary engineering studies, tide gates or a <br /> better alternative should be provided to allow better tidal flushing <br /> of the sloughs on the project site and minor excavation should be <br /> carried out in the sloughs to improve the slope and eliminate <br /> stranding of aquatic organisms. Other options should be considered <br /> prior to installation of improvements with a final design to be <br /> approved by all appropriate agencies. Riparian vegetation and <br /> instream organic debris should be left undisturbed wherever possible. <br /> 20. Detailed drawings in accordance with City design and construction <br /> standards shall be submitted to the Public Works Department showing <br /> site parking layout, utilities, storm drainage, temporary <br /> construction erosion control, and all required improvements in the <br /> public right-of-way. Public Works Department approval of these <br /> drawings is required prior to any permits being issued. All <br /> improvements shall be completed, approved and warranted before the <br /> Occupancy Permit is issued. <br /> Itt <br /> R -6- <br />
