4 . Section 1 : That the City will participate in a second affordable housing pilot Project which Project shall not act as a precedent for any other projects in the City, but rather shall act solely as a project which can be used for the purpose of reviewing the Sunridge project experience and assessing and evaluating City development procedures, code requirements and regulations to determine whether they discourage the use or adoption of possible cost—saving materials, techniques, and/or procedures. Section 2: That the City shall have as its prime objective to achieve decent and affordable housing for the residents of the City as a result of the Project. Section 3: That all departments, boards and commissions of the City with responsibilities for the review and decisionmaking processes involving this Project shall render such review as expeditiously as possible consistent with proper legal procedures and appropriate community input. Section 4: That the process involved in the review of this Project may include a plat/Planned Residential Development, the steps of which shall be as follows: a. Council agrees to concept by adopting Resolution. b. Proponent works with City staff. c. Proponent meets with neighborhood — explains projects — addresses concerns d. Public hearings — Hearing Examiner or City Planning Commission e. City Council review f. Construction plans reviewed. (If Project approved.) g. Construction begins. (If Project approved.) Section 5: That this Project will not replace nor excessively detract from the current Planning Staff work program. Section 6: That during the processing of Project, the City shall not amend, waive or modify any of its ordinances or regulations solely to accommodate this Project. (Application of EMC 19.52 does not constitute an amendment, waiver or modification for purposes of Section 6.)
