4 . <br /> Section 1 : That the City will participate in a second affordable <br /> housing pilot Project which Project shall not act as a precedent for any <br /> other projects in the City, but rather shall act solely as a project which <br /> can be used for the purpose of reviewing the Sunridge project experience and <br /> assessing and evaluating City development procedures, <br /> code requirements and regulations to determine whether they discourage the <br /> use or adoption of possible cost—saving materials, techniques, and/or <br /> procedures. <br /> Section 2: That the City shall have as its prime objective to <br /> achieve decent and affordable housing for the residents of the City as a <br /> result of the Project. <br /> Section 3: That all departments, boards and commissions of the City <br /> with responsibilities for the review and decisionmaking processes involving <br /> this Project shall render such review as expeditiously as possible <br /> consistent with proper legal procedures and appropriate community input. <br /> Section 4: That the process involved in the review of this Project <br /> may include a plat/Planned Residential Development, the steps of which shall <br /> be as follows: <br /> a. Council agrees to concept by adopting Resolution. <br /> b. Proponent works with City staff. <br /> c. Proponent meets with neighborhood <br /> — explains projects <br /> — addresses concerns <br /> d. Public hearings <br /> — Hearing Examiner or City Planning Commission <br /> e. City Council review <br /> f. Construction plans reviewed. (If Project approved.) <br /> g. Construction begins. (If Project approved.) <br /> Section 5: That this Project will not replace nor excessively <br /> detract from the current Planning Staff work program. <br /> Section 6: That during the processing of Project, the City shall not <br /> amend, waive or modify any of its ordinances or regulations solely to <br /> accommodate this Project. (Application of EMC 19.52 does not constitute an <br /> amendment, waiver or modification for purposes of Section 6.) However, upon <br /> completion of the Project, the Council may establish a technical committee <br /> —2— <br />
