b. Time for Performance: Any work performed prior to the <br /> effective date of this grant, or continuing after the <br /> completion date of the same, unless otherwise agreed <br /> upon in writing herein, will be in violation of this <br /> agreement and will be at the GRANTEE'S expense. <br /> c. Completion Date: Performance under this grant shall be <br /> completed no later than June 30, 1988, and such perfor- <br /> mance shall be undertaken and completed in such manner <br /> so as to assure expeditious completion in accordance <br /> with the purposes of this grant. <br /> d. Personal Performance: The performance of all activities <br /> contemplated by the grant shall be accomplished person- <br /> ally by the GRANTEE and GRANTEE'S employees. The <br /> GRANTEE shall not assign or subcontract performance to <br /> others unless specifically authorized in writing by the <br /> DEPARTMENT. The DEPARTMENT shall not provide typing, <br /> xeroxing, or any other personal services except as <br /> otherwise provided in writing herein. <br /> e. Performance Reporting: The GRANTEE shall submit <br /> progress reports as required in Appendix "C. " The <br /> GRANTEE shall also report, in writing, to the DEPARTMENT <br /> Contract Officer any problems, delays, or adverse condi- <br /> tions which will materially affect the ability to meet <br /> project objectives, time schedules, or work units by the <br /> established time periods. This disclosure shall be <br /> accompanied by a statement of the action taken or <br /> contemplated and any DEPARTMENT assistance needed to <br /> resolve the situation. <br /> f. Compliance With All Laws: The GRANTEE agrees to observe <br /> all laws, regulations, and policies of the United States <br /> and the State of Washington affecting performance under <br /> this grant. <br /> g. Construction Requirements: <br /> (1) Kickback Prohibition - The GRANTEE is prohibited <br /> from inducing by any means any person employed in <br /> the construction, completion, or repair of any <br /> public work to give up any part of the compensation <br /> to which he is otherwise entitled. <br /> (2) Wages, Overtime, and Safety - The GRANTEE agrees to <br /> comply with the Davis-Bacon Act, and the Contract <br /> Work Hours and Safety Standards Act providing for <br /> weekly payment of prevailing wages, minimum over- <br /> time pay, and providing that no laborer or mechanic <br /> shall be required to work in surroundings or under <br /> conditions which are unsanitary, hazardous, or <br /> 2 <br />
