8 <br /> City of Everett <br /> :termination of Nonsignificance <br /> File SMA #3-98, SEPA No. 19-87 <br /> Description of the Proposal: The proposed action is approval by the City of Everett <br /> of a Shoreline Substantial Development Permit to allow placement of <br /> buried fiber optic cable and fiber optic cable in conduits from Seattle to Bellingham, <br /> Washington. <br /> The portion within the City of Everett will extend southeast from the intersection of <br /> Summit Ave. and East Marine View Drive in the public right-of-way to the I-5 bridge <br /> where it turns to the northeast. Conduit will be attached to the east side of the <br /> bridge to carry the cable over the river to a pier column on the north side of the <br /> bridge where it will again go to buried cable in the public right-of-way in an <br /> easterly direction. The buried cable will continue in a northerly direction in an <br /> easement to 12th St. N.E. <br /> Proponent: Pacific Northwest Bell Telephone Co. (PNB) <br /> 1703 1600 Bell Plaza <br /> Seattle, WA 98191 <br /> Location: From the intersection of Summit Ave. and East Marine View Drive to the <br /> east side of I-5, thence north to the City limits. <br /> The lead agency for this proposal has determined that it does not have a significant <br /> adverse impact on the environment. An environmental impact statement (EIS) is not <br /> required under RCW 43.21C.030(2)(c). This decision was made after review of a <br /> completed environmental checklist in conjunction with an application for a Shoreline <br /> Substantial Development Permit which documents the environmental impacts of this <br /> proposal. This information is on file with the lead agency and is available to the <br /> public on request. <br /> Any adverse environmental impacts revealed during the City's review of the above <br /> mentioned documents are mitigated by the conditions as listed in the attached staff <br /> report. This determination assumes compliance with State law and City ordinances <br /> relating to general environmental protection, including, but not limited to, public <br /> improvements, parking, drainage, landscaping, etc. <br /> This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this <br /> proposal for 15 days from the date below. Comments must be submitted by <br /> May 15, 1987, or 15 days after the date shown on the notarized copy of the Notice of <br /> Posting whichever date is later. <br /> A public hearing will be held before the Planning Commission on May 27, 1987 at 12:00 <br /> Noon in the Public, Conference Room„ 3002 Wetmore. The Planning Commission will make <br /> a recommendation to City Council on this matter.
