8 <br /> UTILITIES <br /> INTRODUCTION <br /> Utilities are services which produce and carry electric <br /> power, gas, sewer, communications, and oil. At this <br /> time the most feasible methods of transporting are the <br /> lineal ones of pipe and wires. Installation of this <br /> equipment necessarily disrupts the landscape, but can <br /> usually be planned to have minimal visual and physical <br /> effect on the environment. <br /> Along Everett's shoreline the primary utility activity <br /> in the future will occur in support of industrial and <br /> port expansion. We can also expect some utility re- <br /> quirements for recreation and commercial activity. <br /> POLICIES <br /> 1. New utility activities in the shoreline area should <br /> improve existing uses and/or potential uses of the <br /> land and result in the appropriate development of <br /> the shoreline areas. <br /> 2. Utilities should be located to meet future needs and <br /> serve areas planned to accommodate this growth. <br /> 3. To the extent feasible utility easements will be <br /> incorporated into the City's Parks and Open Space <br /> Plan intended to increase public access to the <br /> water. <br /> 4. New utility installations in the shoreline area <br /> shall be designed to be aesthetically pleasing. <br /> 5. Sewage treatment plants should be located where <br /> they do not interfere with and are compatible with <br /> use of the water and shoreline areas. <br /> 6.
