Conclusion: No Everett homeported ships using organotin shall be <br /> allowed into the East Waterway until the ongoing EPA study of the <br /> issue is completed. If, after that time, organotin painted ships are <br /> homeported in Everett, rigorous monitoring shall be conducted, and <br /> included as a component of the Navy's water quality monitoring <br /> program. <br /> C. Finding: FUEL OIL <br /> Activities associated with fuel oil being transferred from barges to <br /> storage tanks and stored on the Homeport property can generate <br /> spills, discharges and other detrimental discharges that could <br /> ultimately lead to water quality degradation of the Everett <br /> waterfront. <br /> Conclusion: The tank farm must be diked to contain the total volume <br /> of material stored in each tank and totally lined with impervious <br /> material. Drainage control must be designed such that drains are <br /> normally closed and a positive action is required to release <br /> rainwater to either a treatment system or storm drains as <br /> appropriate. All barge or ship-to-shore transfer of fuel shall occur <br /> in the East Waterway. Appropriate equipment to contain fuel spills <br /> will be kept on hand for such emergencies. <br /> D. Finding: GRAYWATER <br /> The project could result in the discharge of graywater (all of the <br /> ship's water except sewage) to the East Waterway from four of the <br /> ships scheduled to be berthed in Everett. <br /> Conclusion: The Department of Ecology's Water Quality Certification <br /> contains the provision that all ships homeported at Everett must <br /> comply with all Federal and State requirements relating to the <br /> discharge of gray water. No discharge of graywater shall be allowed <br /> except as permitted during a brief phase-in period provided by the <br /> certification. The phase-in period is not to exceed two years from <br /> the introduction of the first Everett Homeport ship. <br /> E. Finding: WATER QUALITY MONITORING <br /> The WDOE Water Quality Certification has, as an appendix, an <br /> extensive program of physical, chemical and biological monitoring of <br /> the proposed dredge disposal site. State Department of Ecology <br /> monitoring will occur before, during and after disposal activities. <br /> Conclusion: The Navy shall comply with all conditions and <br /> requirements set forth in the Water Quality Certification Monitoring <br /> Program. The monitoring program insures activities will be carried <br /> out in compliance with State of Washington Water Quality Regulations <br /> which are administered by the State Department of Ecology. <br /> F. Finding: DEBRIS REMOVAL <br /> The removal of existing in-water structures and debris may have a <br /> greater impact on water quality than the removal of dredge disposal <br /> material. <br /> Conclusion: During removal of pilings and structures which are <br /> adjacent, over, or in the water, care should be taken to minimize <br /> debris entering the water and, in particular, the microlayer or <br /> uppermost film of water (approx. 50 um thick) at the sea-air <br /> interface. All floatable debris discharged to the water shall be <br /> removed. Debris booms shall be placed around the demolition and <br /> dredge disposal sites. Silt curtains shall be kept on-site to be <br /> deployed in case needed to contain any debris. Any residue deposited <br /> on adjacent shorelines during or following dredging and dredge <br /> disposal shall be cleaned up at the expense of the applicant (Navy) . <br /> -4- <br />
