3. Associated with the State and City Shoreline Master Program <br /> A. Finding: AIR AND WATER QUALITY <br /> Activities permitted along Everett's shoreline shall conduct their <br /> operations in accordance with existing regulations regarding air and <br /> water quality. <br /> Conclusions: Construction emissions would include particulate <br /> matter, nonmethane hydrocarbons, sulfur dioxide, carbon monoxide and <br /> oxide of nitrogen. Dredging of the inner and outer harbor would <br /> cause the greatest amount of emissions for all five pollutants. <br /> Construction emissions, however, would be temporary and short term in <br /> nature and would not significantly affect long-term air quality <br /> levels. EPA's Prevention of Significant Deterioration regulations <br /> specifically exempt temporary increases of pollutant emissions during <br /> construction activities. Some odor impacts may result from exposure <br /> of East Waterway's organic dredge material. See information under <br /> findings associated with the Clean Water Act for water quality <br /> impacts associated with dredge, disposal and other aquatic activities. <br /> B. Findin&: SURFACE WATER RUNOFF <br /> All activities shall provide a means of reducing the polluting <br /> potential of surface water runoff, generated from impervious surfaces <br /> such as streets, parking lots and storage areas. <br /> Conclusion: New storm drain outfalls are not permitted into the East <br /> Waterway. All existing storm drain outfalls from the Navy Homeport <br /> property shall be removed from the East Waterway by 1992. All runoff <br /> water from the Navy Homeport shall be collected and processed at a <br /> pretreatment facility or with oil and grease separators, prior to <br /> release into Port Gardner Bay, including the area discharge into the <br /> drainage collection system in the East Waterway. The oil and grease <br /> separators shall be serviced on a regular basis to maintain proper <br /> operating efficiency. <br /> C. Finding: FUEL <br /> Activities involved in the handling and storage of fuel, chemicals, <br /> oil and other substances with the potential for spillage into <br /> adjacent waters, shall have operational procedures to handle <br /> potential spills or other accidents. <br /> Conclusion: The Navy Homeport has fuel handling and storage <br /> facilities that need a contingency plan to address impacts should a <br /> spill or other emergency occur. This contingency plan is discussed <br /> in detail in the NEPA Final EIS. <br /> D. Finding: BUILDING HEIGHTS <br /> Any building or structure within 200 feet of the ordinary high water <br /> mark, in excess of 35 feet in height shall provide data showing that <br /> it will not obstruct the view of a substantial number of residences <br /> on the areas adjoining such shorelines. <br /> Conclusion: The applicant has indicated that although the barracks <br /> will be 135 feet tall, it is at least 400 feet from the ordinary high <br /> water mark. The bluff to the east is more than 95 feet tall and <br /> residents on top will be able to view over and around the structure <br /> without undue obstruction. <br /> -5- <br />
