• <br /> PLANNING COMMISSION RECOMMENDATION TO CITY COUNCIL <br /> Revision to <br /> 19th Ave. S.E. Area Comprehensive Plan <br /> Transportation Improvements <br /> Date: March 10, 1987 <br /> WHEREAS, on February 8, 1987, City Council passed Resolution No. 2820 <br /> to form a Local Improvement District (LID) for the improvement of a street, <br /> water and sanitary sewer system called the 19th Ave. S.E. Street and Utility <br /> Improvement, and <br /> WHEREAS, it is necessary for the Planning Commission to act on the <br /> locations of the proposed streets, the following is submitted: <br /> Proposal: To revise the 19th Avenue S.E. <br /> Comprehensive Plan to reflect the <br /> roadway corridor proposal in plans <br /> prepared by property owners in the area. <br /> Location of Proposal: West of 19th Ave. S.E. east of I-5 and <br /> north of 112th Street S.E. <br /> Exhibits: <br /> 1 . Vicinity Map Showing Property Owner Proposal <br /> 2. Transportation Corridor Map <br /> 3. Resolution <br /> 14. Citizen Comments <br /> Summary of Modifications to Transportation Map: <br /> 1. The street system will not extend north to 101st Street as this would <br /> create a major intersection in close proximity to the existing <br /> signalized intersection at 100th Street and 19th Avenue. (It is <br /> anticipated the 102nd Street intersection will need to be signalized <br /> in the future with the separation between 100th Street and 102nd <br /> Street providing adequate space for progression between signals.) <br /> 2. There are only three east/west streets proposed, those being 102nd, <br /> 105th, and 106th Streets S.E. The comprehensive plan calls for a <br /> total of six east/west streets in the Plan Area. A local improvement <br /> district to finance the construction of sanitary sewers, water, and <br /> the property owners suggested street network is proposed. A public <br /> hearing on the LID is scheduled for April 22, 1987• The LID has <br /> received what appears to be enough support to be successful. The <br /> proposal by the property owners adequately addresses the traffic needs <br /> of the area. The remaining streets have been eliminated from the LID <br /> to minimize the costs of the project as this is necessary to secure <br /> financing of the project based on the assessed value of properties in <br /> the area. <br /> Note: The southern portion of street system is being financed by a <br /> private developer to a point south of 106th Street S.E. <br /> Additional Findings: <br /> 1. The street system meets the intent of the 19th Avenue S.E. Area <br /> Comprehensive Plan by minimizing the points of congestion on 19th <br /> Avenue S.E. and by providing the desired internal collector street <br /> system. <br /> Other east/west streets could be installed at the option of the <br /> adjacent property owners but were to costly to be included in the <br /> L.I.D. <br /> 2. This is a project that the majority of the property owners in the <br /> L.I.D. area support. Much of the southern portion of the street <br /> improvement within the L.I.D. boundaries has already been designed by <br /> private parties with plans already approved by the City for 105th, <br /> 106th and 16th Avenue. <br /> I 1 <br />
