• <br /> TO Bob Landles/Mary Cunningham, Planning Dept. <br /> FROM Public Works Department 60:1 <br /> DATE February 12, 1987 "f <br /> SUBJECT SEPA Checklist Review No. 86/118 <br /> CITY OF EVERETT, EVERETT WASHINGTON <br /> SMA 9-86 <br /> PROPOSAL: 800,000 cu. yd. fill and construction of 1,300,000 sq. ft. of <br /> buildings <br /> LOCATION: West of Hwy. 99 South of Union Slough on Smith Island <br /> RECOMMENDATION: It is the recommendation of the Public Works Department that <br /> issuance of a Determination of Non-Significance be subject to the following: <br /> 1. Detailed drawings in accordance with city design and construction <br /> standards shall be submitted to the Public Works Department showing site <br /> parking layout, landscaping, utilities, storm drainage, temporary <br /> construction erosion control, and all required improvements in the public <br /> right-of-way. Public Works Department approval of these drawings is <br /> required prior to any permits being issued. All improvements shall be <br /> completed, approved and warranted before the Occupancy Permit is issued. <br /> 2. Right-of-way is to be dedicated to the city for street purposes for the <br /> new street system of the proposal and the access to and from Hwy. 99. <br /> 3. Full standard street improvements are required to the new street system, <br /> on and off site. A traffic study must be submitted to the City Traffic <br /> Engineer for City and State approval. <br /> 4. Performance bonding may be required for any fill hauled to the site, on <br /> City streets for maintenance of the street and utility systems. <br /> 5. Applicant will be required to sign a Local Improvement District Covenant <br /> for street and traffic signal improvements. <br /> 6. Parking must be per City Zoning Code and City Design and Construction <br /> Standards. <br /> 7. Complete area wide utility system must be developed for this proposal. <br /> The applicant is referred to the Smith Marine and Industrial Park LID <br /> report for an idea of the required water and sewer improvements. More <br /> specific water and sewer improvements can be identified when a detailed <br /> site plan is submitted. <br /> 8. Special charges for connection to sewer system in accordance with <br /> Ordinance 984-83 are applicable. The actual cost shall be computed by the <br /> Building Department per the ordinance in effect at the time and according <br /> to the information provided on the approved plans on the date of permit <br /> issuance. <br />
