• <br /> Planning Commission Minutes <br /> February 17, 1987 <br /> Page 3 <br /> Marie Woods then asked if Seacrest Boat Moorage was asked by the City of Everett <br /> to stay back 200 feet from the shoreline with their fill project. Gerry <br /> responded, "No, they will use some of the dredge material to raise their parking <br /> area and remove any additional material from the property." <br /> Gerry Ervine then showed slides of the area as to the location of the salt <br /> marsh. The City told Seacrest not to fill the salt marsh. A discussion took <br /> place here on the salt marsh. Chuck Moser asked for more information on that <br /> for the next time. <br /> Ruth Ruppert told the Planning Commission that she had bought 8 acres of <br /> tidelands because in the late 1800's that was how shoreline property was <br /> purchased. This continued until recently where shorelines were purchased. <br /> There followed a discussion on tidelands, salt marshes. <br /> Bill Wright asked Mrs. Ruppert how her company had addressed the Department of <br /> Fish and Game concerns. Mrs. Ruppert stated that she had planned to have a <br /> 50-foot riparian zone. <br /> Laura Zalesky, 2433 Del Campo Drive, Everett, WA also representing Pilchuck <br /> Audubon Society stated that they are concerned with wetlands on sloughs . She <br /> also agreed with Chuck Moser that the City did not have a predictable plan for <br /> shorelines. <br /> Carl Cady, 10332 - 40th Avenue S.E. , Everett, WA stated that the Weyerhaeuser <br /> aeration ponds which are part of their wastewater treatment plant are located <br /> just south of the subject property. <br /> Then a motion was- made by Chuck Moser to close the public hearing for this <br /> evening to be reconvened on March 3. A second was made by Dee Buchea. On roll <br /> call, the vote was all affirmative. Motion passed - 4 - 0. <br /> Chuck Moser then asked for the tapes of the two Biringer meetings early in 1986 <br /> since he feels the Planning Commission declared a moratorium on shorelines on <br /> Smith and Spencer Island. <br /> Gretchen stated that the Commission needs guidelines on a riparian zone. Bill <br /> Wright recommended to Mrs. Ruppert that her company consider widening the <br /> riparian zone to be more in line with the 200-foot zone recommended by the <br /> Department of Game. <br />
